Applications are invited for the following job vacancies at the University Grants Commission.

  • Assistant Secretary

Salary: Rs.122,565/-

Open (External) Competitive Examination for Recruitment to the Posts of Assistant Secretary / Assistant Registrar and Assistant Accountant / Assistant Financial Manager / Assistant Internal Auditor in the University System – 2025

Applications are invited from eligible Sri Lankan citizens for the posts of Assistant Secretary / Assistant Registrar and Assistant Accountant / Assistant Financial Manager / Assistant Internal Auditor. The examination will be held only at examination centers established in Colombo city.

  1. ‘Secretary’ means the Secretary of the University Grants Commission.
  2. Recruitment to the posts of Assistant Secretary / Assistant Registrar and Assistant Accountant / Assistant Financial Manager / Assistant Internal Auditor will be made through the above-mentioned written examination.
  3. The examination will be conducted by the Commissioner General of Examinations subject to the instructions of the University Grants Commission.
  4. Applications for the said examination will be accepted online from the Monday following the Friday of the publication of this Gazette notification.
  5. The last date for receipt of applications is 20th June 2025 and the Department of Examinations, Sri Lanka will arrange for the relevant written examination to be held in August 2025.
  6. The date of the written examination will be communicated to the candidates by the Department of Examinations, Sri Lanka.
  7. The Department of Examinations, Sri Lanka will take steps to inform the candidates personally or to publish the results of the written examination on the website of the Department of Examinations, Sri Lanka www.results.exams.gov.lk.

Note:

  • No complaint regarding loss or delay in the post of documents related to this written test and any other correspondence related thereto will be entertained.
  • Any adverse circumstances arising due to delay in submitting applications till the closing date will be borne by the applicant.

Qualifications for Recruitment:

General Qualifications for Recruitment:

  1. Be a citizen of Sri Lanka,
  2. Be of excellent character,
  3. Be physically and mentally fit to serve in any part of the island.

Qualifications – Assistant Secretary / Assistant Registrar

  1. Must have a First Degree with First or Second Class Honours from a recognized University / Institution of Higher Education;
    or
  2. Must have a First Degree with a Postgraduate Degree / Postgraduate Diploma in Administration / Management** from a recognized University / Institution of Higher Education.

Age: Must not be less than twenty-two (22) years and not more than thirty (30) years. (Only those born on or before 20.06.2003 and on or after 20.06.1995 are eligible to apply)

  • Economics
  • Law
  • Financial Management
  • Project Planning and Management
  • Information Technology or
  • Any other subject area with a significant component in Management / Administration

Qualifications – Assistant Accountant / Assistant Financial Manager / Assistant Internal Auditor

  1. Pass in the Final II Examination of the Institute of Chartered Accountants of Sri Lanka or an equivalent qualification; OR

(a)

(i) Possession of a First Degree in Accounting from a recognized University / Higher Educational Institution

OR

(ii) A first degree from a recognized University/Institution of Higher Education and a pass in the Intermediate Level Examination of the Institute of Chartered Accountants of Sri Lanka or an equivalent qualification;

OR

(iii) Higher National Diploma in Accountancy from the Sri Lanka Institute of Advanced Technology or its predecessor institution

and

(b) Two (02) years experience in Accountancy/Auditing in a Government/State Corporation or a recognized Private Institution.

Age:

Not less than twenty-two (22) years and not more than thirty (30) years. (Only those born on or before 20.06.2003 and on or after 20.06.1995 are eligible to apply for this post.)

Restrictions on Eligibility:

  1. No candidate is allowed to appear for any post category under the external category or the internal category more than two (02) times as per the recruitment procedure (number of times appeared for the examination before 31.12.2016 will not be taken into account).
  2. If any internal candidate qualifies for both the external and internal categories for a post (Assistant Secretary / Assistant Registrar and Assistant Accountant / Assistant Financial Manager / Assistant Internal Auditor), he/she will be eligible to appear for the written examination for four (04) times each, two (02) times under the internal basis and two (02) times under the external basis for each post (number of times appeared for the examination before 31.12.2016 will not be taken into account).
  3. All the necessary qualifications must have been obtained before the closing date mentioned in the Gazette notification.
  4. No person holding any religious ordination shall be allowed to appear for the written examination for recruitment.

Method of Recruitment:

Recruitment will be made through a written examination and a structured interview.

  1. All candidates under each category are required to pass a written examination covering the subject areas for the relevant category as follows:

Assistant Secretary / Assistant Registrar

  1. General Intelligence and Reasoning – 100 – 40
  2. Management Skills – 100 – 40
  3. English Language – 100 – 40

Assistant Accountant / Assistant Financial Manager / Assistant Internal Auditor

  1. General Intelligence and Reasoning – 100 – 40
  2. English Language – 100 – 40
  3. Accounting and Finance – 100 – 40

Total marks – 100
Passing marks (%) – 40

  1. Candidates who are successful in the written examination shall be required to produce sufficient documentary evidence in support of the qualifications stated in the application as notified by the University Grants Commission before the structured interview. All such qualifications must be obtained by the closing date specified in the advertisement. If any candidate fails to produce documentary evidence in support of the facts stated in the application before the given date, he/she will not be called for the structured interview. Success in the written examination shall not be deemed to be an admission that he/she has fulfilled the qualifications for an appointment.
  2. Candidates who have secured 40% or more marks in each paper in the written examination and who have fulfilled the qualifications in (2) above will be selected and a number of candidates three times the number of vacancies will be called for a structured interview according to the sum of their marks.
  3. Candidates who secure 40% or above marks in the structured interview will be eligible for consideration for appointment.
  4. Selection will be made on the basis of merit based on the aggregate of the marks obtained in the written examination (75%) and the structured interview (25%).
  5. The Appointing Authority will determine the number of vacancies to be appointed on the basis of merit and the effective date of appointment based on the number of posts allocated for the external and internal categories.

Examination Medium:

  1. The examination will be conducted in three languages ​​(Sinhala/ Tamil/ English).
  2. Candidates must appear for all examination papers except the English language paper in the language medium specified by him/her in the application.
  3. No candidate will be allowed to change the language medium later under any circumstances.

Monthly Pay Scale:

  • This post will carry a monthly combined pay scale of U-EX 1 (II), Rs. 85,305 –3×2,020 – 91,365 (EB) 93,765; 12x 2,400 – Rs. 122,565.
  • In addition, allowances approved by the Government will be paid.

Gratuity:

  • Granny will be paid in accordance with the provisions of the Payment of Gratuities Act, No. 12 of 1983.
