Sri Lanka Parliament Consultant Job Vacancies 2025

The Committee on Public Finance established in terms of the Standing Order 121 of the Parliament of the Democratic Socialist Republic of Sri Lanka invites applications from qualified citizens of Sri Lanka for the position of one “Senior Consultant” and three “Junior Consultants” to serve on the Committee on Public Finance. The candidates should
possess expertise in Public Finance Management, Public Policy, Public Administration, Economics or a related field with strong analytical research skills.

1. Post of Senior Consultant

1.1 Salary

  • Monthly salary of R s . 1 2 0 , 0 0 0 / –
  • Transport allowance Rs. 50,000/-
  • Fuel provisions as per government circulars.

1.2 Age Limit

  • Should be not more than 65 years of age as of the closing date for applications

1.3 Scope of Work

  • Provide expert advice on matters referred to the CoPF by Parliament.
  • Prepare detailed reports and briefs for the committee highlighting key findings, observations & recommendations.
  • Identify relevant policy recommendations for addressing strategic issues of the economy and its financing and alternative forecasts of various macroeconomic scenarios.
  • Prepare a comprehensive report on the upcoming Budgets including an assessment of the Fiscal, Financial and Economic Assumptions.
  • Produce reports on budgetary projections, economic forecasts, and strategies for reducing budget deficit, budgetary performance enhancement, baseline estimates of revenue, expenditure and debt and structural deficit projections.
  • Examine underlying economic assumptions and potential risks in relation to CoPF mandated work.
  • Supervise and provide guidance to the Junior consultants in preparing reports, issue papers, background notes, presentation materials on financial economic related issues.
  • Contribute to the drafting of interim reports and the committee’s submissions to Parliament.
  • Develop resource materials to support the Committee’s activities.
  • Assist in any other work related to the CoPF mandated areas of work, such as seminars, workshops, roundtable discussions etc.

1.4 Qualifications and Experience

  • MSc in Economics, Public Finance Management, Public Policy, Public Administration, or a related field. Possession of a PhD/ MPhil in a relevant field will be considered as an added qualification.
  • Strong research and analytical skills with a sound understanding of the macro-economic and fiscal policy framework of Sri Lanka
  • Higher level of technical expertise in economic research analysis, quantitative and qualitative data analysis, fiscal monitoring and/or consultancy work relating to economics.
  • Ability to review, analysis, interpret, discuss and make recommendations on national budgets (Appropriation Bills) and generate high quality reports and other such synthesis of information on the aforementioned areas fair knowledge of international public financial management frameworks (e.g. IMF, World Bank standards)
  • Excellent communication and presentation skills
  • Prior experience working with Parliamentary Committees or legislative bodies is an advantage
  • High level of proficiency in English and Sinhala languages; knowledge of Tamil language is an advantage
  • Experience in working for government institutions such as the Ministry of Finance, Central Bank of Sri Lanka, Department of National Budget etc. is an advantage.
  • Experience in working with international development organizations is an added advantage.

2. Post of Junior Consultant

2.1 Salary

  • Monthly salary is Rs. 88,000/-
  • Transport allowance Rs. 50,000/-
  • Fuel provisions as per government circulars.

2.2 Age Limit

  • Should be not more than 45 years of age by the closing date for applications

2.3 Scope of Work

  • Collate and synthesize information from third party think tanks on economic research, economic forecasts, analysis, and statistics pertaining to CoPF mandated work.
  • Prepare reports, issue papers, background notes for parliamentary debates, discussions, speeches and press conferences on economic matters relating to CoPF, including summery and in-depth analysis of the annual
    budget; briefing notes and synthesis of information/proposals for committee members on economic discussion issue, especially in reference to global comparative analyses and case-studies of Sri Lanka; Develop presentation materials on economic related issues.
  • Examine underlying economic assumptions and potential risks in relation to CoPF mandated work.
  • Identify relevant policy recommendations for addressing strategic economic challenges and financial issues and alternative forecasts of various macroeconomic scenarios.
  • Produce reports on budgetary projections, economic forecasts and options to reduce the budget deficit, improve the budgetary performance, produce baseline estimates of revenue, expenditure as well as debt and structural
    deficit projections.
  • Provide rapid responses to budget inquiries from the Legislature, CoPF members and other Members of Parliament.
  • Assist the Senior Consultant in presenting economic research, data and statistics to Members of CoPF and in any other work related to the CoPF.
  • Prepare session summaries after each committee meeting in English with a translation in Sinhala.

2.4 Qualifications and Experience

  • A degree with a Class in Economics, Public Finance Management, Public Policy or a related field. Possession of a Post Graduate Diploma in a relevant field will be considered as an added qualification.
  • Demonstrated 3+ years of professional experience
  • Advanced technical expertise in economic research, quantitative and qualitative data analysis, fiscal monitoring and/or consultancy work relating to economics. Technical ability to scrutinize and make recommendations on legislation pertaining to economics is an advantage.
  • Strong understanding of the Sri Lankan context and familiarity with financial & fiscal matters and procedures of the relevant Government institutions, with particular emphasis on a thorough knowledge of the workings of Parliament
  • Demonstrated technical expertise in research analysis, statistical analysis and situational analysis understanding and experience in economics and its application in the Sri Lankan context.
  • Proven ability to provide expert opinion, comment and make recommendations relating to economics related issues, with strong report writing and editing skills.
  • Excellent presentation skills with the ability to present economic research in a simple and understandable manner
  • Excellent knowledge of English and Sinhala/Tamil
  • Strong team work skills and ability to work with a team of experts
  • Prior experience working with Parliamentary Committees or legislative bodies is an advantage

4. Method of Recruitment

  • Through an interview.
  • Appointment will be made on contract basis for a period of five (05) years subjected to the duration of the 10th Parliament and will be full-time. The service may be terminated at any time based on the performance of candidate (s) and the decision of the Committee on Public Finance (CoPF).

5. Security Clearance Reports with respect to the selected candidates will be obtained prior to his / her appointment.
6. Canvassing in any form will be a disqualification.
7. Any information found to be incorrect in the application, if disclosed before selection, will render the applicant liable for disqualification, and if discovered after appointment it will lead to dismissal.
8. Applications received after the closing date will be rejected.
9. The Secretary General of Parliament retains the authority to decide not to fill any or all of the vacancies.
