Languages
Excellent written and verbal communication skills in English and Tamil with Sinhala She/He should have a good sound knowledge in Microsoft office packages as most of the work need to be done by him/herself. Working knowledge of another official language is desirable.
Duration of the Service
Duration of services – the duration of the post is mentioned in particular Term of Reference (TOR)
Location
Project Management unit is located in Battaramulla. Hub offices located in (Hub 01) Nikawaratiya and (Hub 02) Madawachchiya. However, traveling to project locations mentioned in the post are involved frequently.

Natural Resource Management Officer
Background
The Smallholder Agribusiness and Resilience Project (SARP), a project jointly financed by the International Fund for Agricultural Development (IFAD) and Government of Sri Lanka, aims to build resilience and market participation of 40,000 rural households in the climate change affected districts of Anuradhapura, Vavuniya, Matale, Mannar, Puttalam and Kurunegala. This is pursued through capacity building for climate resilience and inclusive value chains, combined with investments for climate resilience and inclusive value chains including last mile infrastructure. The lead programme agency is the Ministry of Agriculture, which would be establish a dedicated project management unit (PMU) at central level and two regional hubs the implementation of SARP.
Scope of Work
Under the overall guidance of the Natural Resource Management and Environmental Safeguard specialist; Natural Resource Management Officer will be responsible for coordinating and managing the technical aspects of project implementation including watershed planning, soil and water conservation and community forestry. In particular
the officer will:
- Review the sources as background materials referred to in the Project Implementation Manual to plan and
design natural resource measures suited to the project area of Sri Lanka: - Organize and conduct training to project counterparts, Agriculture Instructors (Ais)/ Agriculture Research
and Production Assistant (ARPA), relevant stakeholders and the communities in the preparation of natural
resource management plans and beyond. - Take a lead in the community-based natural resource management planning in the selected catchment areas
and provide guidance on planning issues related to the management of natural resources. - Select suitable technical measures, set work norms for the cash for assets activities and prepare Terms of
Partnership with the communities for agreed upon interventions - Provide technical guidance and organize trainings for community facilitators and farmers in all aspects of
soil and water conservation and community forestry activities. - Preparation of Environmental and social safeguard management plans for each sub projects
- Continuous monitoring and reporting to the PMU the progress and the required information.
- Ensure that environmental safeguards measures are being properly address in each sub projects
- Coordinate with relevant field officers and Area Coordinators
- Identify the climate resilience interventions to the assigned area and coordinate those with PMU
- Undertake any other duties as requested by the Project Director and Natural Resource Management and
Environmental Safeguard Specialist
Qualifications and experience:
Education Qualification
- Bachelor’s Degree in Environmental management, Water Resource Engineering, Agricultural Engineering or equivalent Masters in Natural Resource Management or relevant filed would be an asset
Working experience:
- Proven experience with at least 5 years field experience in Environmental conservation and Management and Soil water conservation, Conservation agriculture practices.
- Good knowledge and experience in IFAD projects or other international organizations will be and added qualification are preferential conditions
- Proven background in training and skills transfer preferably within a rural development context
- She/He should have Experience and knowledge of the developing, monitoring and reporting environmental social management plans and rules and procedures
Other qualifications and experience
- Computer literate
- Strong inter-personal skills
- Strong analytical skills
- Fluency in English and Sinhala and preferably Tamil
