Open Competitive Examination for the Recruitment of Graduates to Grade 3 of the Sri Lanka Teaching Service for the Teaching of Sinhala, Tamil and English Subjects in Schools in the Northern Province – 2025

In accordance with the letter of the Chief Secretary of the Northern Province, No. NP/01/01/08/01/01 dated 2024.11.20, the letter of the Ministry of Education of the Northern Province No. NP/3/1/4/Gra.Tea/2023 dated 2024.11.20, the approval of the Hon. Governor of the Northern Province dated 2025.01.24 and the delegation of authority published in the Governor’s Memorandum No. 2021/01 dated 2021.01.26, etc., the recruitment of graduates to Grade 3 of the Sri Lanka Teaching Service in schools in the Northern Province, which have not been completed and approved by the Cabinet of Ministers, Applications are invited from eligible candidates for the recruitment of graduates for the vacancies in Grade (a) (as mentioned in Annexure – 01). Only candidates who are eligible for the subjects mentioned in Annexure – 02 are advised to apply.

It is hereby notified that the open competitive examination for recruitment to the vacancies for the subjects mentioned in Annexure – 01 will be conducted by the Secretary of the Provincial Public Service Commission of the Northern Province. The last date for receipt of applications is 2025.07.18.

02. Conditions of Recruitment

1. The candidates selected will be recruited in accordance with the conditions of service of the Sri Lanka Teachers Service published in the Extraordinary Gazette No. 1885/38 of the Democratic Socialist Republic of Sri Lanka dated 23.10.2014 and the amendments thereto, the provisions of the Establishments Code, the Financial Regulations and the Procedural Rules for the Northern Provincial Public Service published in the Extraordinary Gazette No. 1817/30 of the Democratic Socialist Republic of Sri Lanka dated 03.07.2013 to the Sri Lanka Teachers Service, Grade I (A).
2. This post is a permanent and pensionable post. The candidates selected through this recruitment will be subject to a probationary period of 03 years from the date of appointment.
3. This service is a service subject to transfers. Therefore, the candidates appointed to this post must be subject to the condition that “they must serve in any part of the Northern Province”.
4. The number of appointments and the date of commencement of the appointments will be decided by the Appointing Authority. The Appointing Authority reserves the right not to fill some or all of the vacancies announced.
5. The school to which the appointment will be made will be decided by the Appointing Authority, and the applicant must be subject to any decision.
6. Must possess proficiency in the second official language as prescribed in Public Administration Circular No. 18/2020.

03. Salary Scale

• A newly appointed teacher to the post of Class 3 – Grade I (A) shall be entitled to the 14th salary step of the monthly salary scale of Rs. 53,060 – 800 x 6 – 940 x 7 – 1,080 x 2 – 66,600/= as per Public Administration Circular No. 10/2025 dated 25.03.2025 from the effective date of appointment, and shall be paid as per “Schedule III” of the said circular. He shall also be entitled to receive other allowances as prescribed by the Government.

04. General Qualifications

• The applicant shall be a citizen of Sri Lanka
• The applicant shall be a permanent resident of the Northern Province. The applicant must have been a permanent resident of the Northern Province for a continuous period of at least three (03) years within the period of six (06) years preceding the closing date for receipt of these applications. OR The applicant or his parents must have been born in the Northern Province and must have been a permanent resident of the Northern Province for a continuous period of five (05) years.
