Open Competitive Examination for Recruitment to Grade 111 of the Provincial Office Servants Service of the Northern Provincial Public Service – 2025

In accordance with the decision of the Cabinet meeting dated 27.10.2025, referred to in the letter No. CP/DEC/25 dated 2025.11.05 of the Secretary to the Cabinet Office, and in accordance with the recommendation No. NP/01/02/07/01/01 dated 2025.11.15 of the Chief Secretary of the Northern Province and the request No. NP/02/01/RECRUITMENT/GENERAL dated 2025.11.15 of the Deputy Chief Secretary (Administration), the Secretary of the Provincial Public Service Commission of the Northern Province has decided to conduct an open competitive examination for recruitment to forty-eight (48) vacancies in Grade III of the Provincial Office Servants Service of the Northern Provincial Public Service. It is hereby announced that the recruitment will be held in January 2026. The last date for receipt of applications is 2026.01.05.

02. Conditions of Service

The selected candidates will be appointed to Grade III of the Provincial Office Servants Service, subject to the conditions set out in the Service Constitution relating to the Provincial Office Servants Service approved by the Hon. Governor of the Northern Province with effect from 2012.01.01, as amended, and the provisions of the Establishments Code, Financial Regulations and the Procedural Rules for the Northern Provincial Public Service published in the Extraordinary Gazette No. 1817/30 of the Democratic Socialist Republic of Sri Lanka dated 2013.07.03 and the rules, regulations etc. issued from time to time in connection with this post.

02. Conditions of Service

Candidates who pass this examination and meet the qualifications for appointment will be appointed to Grade III of the Provincial Office Servants Service subject to a probationary period of three (03) years from the date of appointment. This post is a permanent and pensionable post. As stated in the Service Statute, candidates must pass the first Efficiency Bar Examination within 03 years from the date of recruitment to Grade III of the Provincial Office Servants Service.
This service is a service subject to transfers. Therefore, candidates appointed to this post must be subject to the condition that “they must serve in any part of the Northern Province”.
It is a mandatory condition that a candidate who is appointed to one service post must “serve continuously for at least 05 years” in that same service post.
The prescribed second official language proficiency must be obtained before the expiry of 03 years from the date of appointment in accordance with the provisions of Public Administration Circular No. 18/2020 and its subsidiary circulars.
The total number of persons to be recruited through the open competitive examination is forty-eight (48). The number of appointments and the effective date, etc. will be decided by the Appointing Authority. The Appointing Authority reserves the right not to fill some or all of the vacancies advertised.
