Open Competitive Examination for Recruitment to Grade III of the Management Service Officer Service – 2024 (2025)

01. It is hereby announced that the Open Competitive Examination for Recruitment to Grade III of the Management Service Officer Service will be conducted by the Commissioner General of Examinations in September 2025. The application form for the same has been published on the website of the Department of Examinations, Sri Lanka www.doenets.lk and applications can be submitted online only. The last date for receipt of applications is 30th June 2025.

Note –

The receipt of online applications will open on 02nd June 2025 at 9.00 a.m. and will close on 30th June 2025 at 9.00 p.m.

This examination will be conducted only at the examination centres established in the cities specified in Schedule – II. All candidates should select the city in which they intend to appear for the examination as per the said schedule and while completing the online application form, the city in which they intend to appear for the examination and the relevant city number as per Schedule – II should be mentioned correctly.

02. Candidates who have fulfilled the qualifications on merit as per the results of a written test conducted by the Commissioner General of Examinations will be selected for appointment to the posts of Grade III of the Management Service Officer Service on the basis of district population ratio.

03. Conditions

The number to be appointed and the date of effective date of appointment shall be determined by the Appointing Authority. The Appointing Authority shall have the power not to fill any or all of the vacancies.
A candidate selected shall be appointed to Grade III of the Service subject to the general conditions governing appointments in the Public Service, the terms and conditions laid down in the Management Service Officers Service Regulations published in the Extraordinary Gazette of the Democratic Socialist Republic of Sri Lanka No. 1840/34 dated 11.12.2013, the amendments made or to be made hereafter to the said Regulations, the provisions of the Establishments Code and the Financial Regulations and the Procedural Rules of the Public Service Commission published in the Extraordinary Gazette No. 2310/29 dated 14.12.2022.

Conditions

If selected for an appointment, he shall be required to serve in the place of first appointment for a minimum of three (03) years. However, if for any special reasons decided by the Appointing Authority, it is necessary to transfer an officer before the expiry of that period, the Appointing Authority shall have the power to do so.
This appointment shall be subject to a probationary period of three years. The first Efficiency Bar Test as prescribed in the Service Regulations shall be passed within three (03) years of recruitment to Grade III of the Management Service Officer Service.
If selected for an appointment, you shall be required to complete the Official Language Proficiency Test as per the provisions of Public Administration Circular No. 18/2020 dated 16.10.2020 and its subsidiary circulars, as applicable, in accordance with the language medium in which you have qualified for the appointment.

04. The salary code MN 02-2025 of the Public Administration Circular No. 10/2025 dated 25.03.2025 is applicable to this post and the relevant salary scale is Rs. 48,470 – 10×540 – 11×630 – 10×1,010 – 10×1,190 – Rs. 82,800/-
and you will be entitled to that salary from 2027.01.01. You will be paid the salary as per the provisions of Schedule III of this circular from the date of commencement of the appointment.

05. This post is permanent. Pensionable. The officer shall be subject to a policy decision to be taken by the Government in the future regarding the pension scheme for officers recruited to Grade III of the Management Service Officer Service through this examination.

06. Qualifications:

The following qualifications shall apply for recruitment to the posts of Grade III of the Management Service Officer Service.

Should be a citizen of Sri Lanka.
Should not be less than 18 years of age and not more than 30 years of age as on the closing date for receipt of applications. (Accordingly, only those whose date of birth falls on or before 30.06.2007 and on or after 30.06.1995 are eligible to apply.)
Should be of excellent character.
Every candidate should be physically and mentally fit to serve in any part of the country and to perform the duties of the post.
Must have completed the following educational qualifications:

Must have passed the General Certificate of Education (Ordinary Level) Examination in six (06) subjects at one sitting with credit passes in four (04) subjects including Language (Sinhala/Tamil/English) and Mathematics; and
Must have passed all the subjects at one sitting in the General Certificate of Education (Advanced Level) Examination (except the General Common Test and General English).

Note –

The language in which the candidate must have obtained a credit pass in the General Certificate of Education (Ordinary Level) Examination is the medium of instruction in which the candidate will appear for this competitive examination.
The final decision on whether to apply a qualification obtained by appearing for an examination equivalent to the General Certificate of Education (Ordinary Level) and General Certificate of Education (Advanced Level) examinations, conducted by other local or foreign educational institutions, for the purpose of granting the appointment, will be taken by the Director General of Joint Services after obtaining confirmation from the relevant educational institutions and the Commissioner General of Examinations.

It should be noted that – it is mandatory for every applicant to have completed all the qualifications relevant to the post on or before 30th June 2025.
